Hello,
I am writing to provide an update on the status of Grossmont Union High School District's (GUHSD) Bond Advisory Commission. This Commission has been formed as an advisory panel to the GUHSD Board of Trustees.

This e-mail update will strive to keep you informed of the progress of the Commission as well as alert you to important meetings and events.

In their effort to pass Proposition H, the GUHSD made promises to the communities within the district. These promises include the repair and renovation of the existing schools as well as the building of a twelfth high school. It is the goal of the Commission to help the District keep their promises. Our motto and, with any luck, the motto for the GUHSD will be "Promises Made - Promises Kept."

CURRENT NEWS

12-20-07 - Today GUHSD announced the settlement of contract negotiations with the Districts teachers. 
 
In addition there was an editorial in the San Diego Union newspaper.  The following is the press release from GUHSD regarding the contract agreement and the UT editorial:
 
GUHSD REACHES TENTATIVE LABOR AGREEMENT FOR TEACHERS   (EL CAJON, CA) The Grossmont Education Association (GEA) and the Grossmont Union High School District are pleased to announce a tentative labor agreement for the 2007-2008 school year that includes a 4.0% salary increase and 0.5% increase to health benefits (as well as some adjustments to coaching and academic stipends for teachers).  The agreement is subject to ratification by union members, and is anticipated to be approved by the Board of Education at the January 17, 2008, Governing Board meeting.   “We’re pleased to have accomplished this agreement in a spirit of collegiality and collaboration,” said Superintendent Bob Collins, who was instrumental in the negotiation process.  He added, “It’s important to note that this settlement moves teachers’ salaries to a more competitive level with comparable districts in San Diego County.”   Negotiations for the 2007-08 teacher contract began last June.  GEA President Fran Zumwalt said, “After 7 months of challenging negotiations, I am pleased to report that GEA and the District have reached a tentative agreement on a compensation and health benefits package.  GEA members will vote on ratification for this agreement in January," said GEA President Fran Zumwalt.  School Board President Larry Urdahl added, “We’re especially pleased to be able to conclude this process for our teachers prior to the holiday break, and look forward to final approval in January.”

A time of good cheer at Grossmont Union
December 20, 2007
At last, 13 sparkling classrooms. Voters from the Grossmont Union High School District finally have something tangible they can see from a $274 million bond issue passed nearly four years ago. Not that sewer lines, electrical wires, architect drawings and state approvals are unimportant. It's just that they don't send a teacher's pulse rate racing like the prospect of projecting a lesson from her computer onto a wall-sized screen, or a laid-back teen from basking in coolness on a stifling August day, a deputy superintendent of finances from rubbing his hands in glee at the thought of SDG&E energy rebates, or put a parent's mind at ease in the event of – well, if you don't remember Grossmont Union's darkest and deadliest days, your neighbor does. So, Monday, Dec. 17, was definitely a red-letter day for the district, an open house and unveiling of 13 rehabilitated classrooms in the 800 building at ancient Grossmont High. Built in 1968, this wasn't the worst of Grossmont's outdated buildings. The structural framework could be saved, though everything else had to be gutted. These 13 classrooms served as the learning curve, the model for all the district's various schools. In the future, if you cannot distinguish one 960-square-foot classroom from another – rehabilitated or built-from-scratch – district and construction executives will have accomplished their goal. This is more than gee-whiz newness. These rooms are designed to bring 21st century computer technology into the school as an educational tool, not a decades-later afterthought. These are classrooms built to keep teachers and students secure, to sharply reduce maintenance costs. The district plans to renovate or construct 293 standard classrooms and 68 to 74 science classrooms as it enters a new construction phase. Standard classrooms will come in at $160 to $185 a square foot. Old science classrooms may be turned into rehabbed standards; new science classrooms will be built from scratch. Generally, students will be moved into portables for the duration, one building at a time. (With Grossmont's older buildings reminiscent of tar-paper shacks during Midwest weather extremes, no one is complaining.) “Prop. H is moving full throttle into a modernization phase. This is just the beginning of ribbon-cutting ceremonies that will happen every month or even more frequently over the next 24 months.” Randall Duncan of Gafcon/Harris, the district's program director of school construction, was the first to say that. But only because Bob Kiesling, district in-house construction executive, and Debbie Murray, Grossmont High facilities planner, were nibbling away at open-house cookies. This is a district with classrooms dating from the 1930s to the 1990s. Surprises and structural soundness will come into play as wallboards are peeled off, ceilings pulled down. But the district will keep at it – until bond money and state matching funds are exhausted. Still, this is a 20,000-student district, whose entire eastern side, Blossom Valley and Alpine, lacks a public education high school classroom of any kind, new or ancient. A question of fairness and serving all the district's students awaits policy-makers. Meantime, Cajon Valley is up next for show 'n' tell, probably during the second week of January. Get set for a ribbon cutting at a school near you.

- At last night's Special Board meeting of the GUHSD Board of Trustees the Board approved the hiring of the construction firm Gafcon/Harris.  You may recall that the hiring of a Program Manager was one of the recommendations of the Commission. 

The following is the Agenda item which was unanimously approved:   

Authority to Enter into Negotiations and Award Contract to gafcon/Harris to Provide Proposition H Program Management Services; and Authorization for Superintendent or Designee to Execute Same

7-26-07
- Last night Jim Perkins, the Chair of the BAC Finance Subcommittee, presented to the GUHSD CBOC a focused summary of 10 procedural recommendations for the CBOC to consider following as they move forward.  At the meeting Bob Kiesling also presented the GUHSD staff's Matrix for the entire list of BAC recommendations.  The Matrix framework was approved by the CBOC.  Click here for a copy of the 10 CBOC Procedural Recommendations.

-3-07 - We have provided a Matrix of the recommendations from the Commission.  The GUHSD Board is expected to vote on the recommendations at their August Board meeting.  They will use the Matrix to track the progress.  Click here for a copy of the Matrix.

6-14-07 -
At tonight's GUHSD Board meeting the Board voted unanimously (5-0) to accept the Final Report of the Bond Advisory Commission.  The following is the motion which was passed:

Resolution:

The Board accepts the Final Report ("Report") of the Bond Advisory Commission ("BAC") and acknowledges that the BAC has presented a comprehensive approach and roadmap for satisfying all of the Prop H promises relating to repairs and renovation of existing schools, ADA compliance, and construction of a 12th high school. In response to the commendable work done by the BAC the Board agrees to the do the following:
  1. Carefully review, along with the Superintendent and Staff, the Report (including all subcommittee reports) and its recommendations.
  2. Discuss at the next Board meeting (or meetings) all recommendations from the Report that were not previously adopted by the Board and vote on those recommendations with or without modification.
  3. Promptly follow up on all approved recommendations with an action plan that is designed to satisfy the goal of keeping all of the Prop H promises.

Hello,
At tonight's GUHSD Board meeting the Commission presented its Final Report.  The motion which was passed unanimously is below (and on the Commission's web site) under Current News.
 
I want to take this opportunity to thank all of those involved in this 100 day process.  I am overwhelmed by the level of commitment exhibited by the Chairs, Vice Chairs and all of the subcommittee members.  Everyone involved should feel very good about their efforts.  The Final Report greatly surpassed all of my expectations.  I thank you all for your time and talent.
 
From the very beginning I have been saying that "We are now part of this process and it is up to us."  We have now done our part.  It now falls to the Grossmont Board and District staff to ensure that our work was not in vain.
 
I mentioned tonight that our Report proves that ALL the Promises made in the Bond CAN be kept; That after receiving the Final Report the Board cannot say that it can't be done.  I told them that they may choose to adopt all of our recommendations or perhaps only some of them.  But either way, we have proven, in a manner both credible and fiscally responsible, that all of the promises made by the District can be kept.  If the promises are not kept it will be because the Board and District chose not to keep them.
 
From this point forward our job is to remain vigilant and proactive.  To keep involved in the process and hold the District accountable for the promises they have made.
 
It is important to note that this is not over.  I have been involved in this process through four superintendents and multiple board members.  I have heard many assurances and numerous promises.  We should remember that it is not about the Board or the administration it is about the kids; the kids in the District today and the kids that will be be there in the future. 
 
Once again, I thank you for all of your hard work.

6-11-07 - Our thoughts and prayers go out to and for the family of Deborah O'Coyne.  You may remember Deborah was the Facilities Manager at Mount Miguel High School and the original Chair of the Repairs and Renovation Subcommittee of the BAC.  She left the Commission when she became very ill.  We just received noticed that on Friday, June 8, 2007 Deborah passed away.

6-9-07 - The Bond Advisory Commission's Final Report is now available for public review.  The Commission will present the Final Report to the Grossmont Board of Trustees at their June 14, 2007 meeting.  The meeting will begin at 6pm and be held at the East County Regional Education Center.  Click here for the Final Report.

6-7-07 - The Finance Subcommittee Final Report has been posted on their webpage.  The Commissions consolidated Final report will be available on or before Monday, June 11, 2007.  A Commission Update will be sent to notify all involved when the Report has been posted.

5-30-07 -
This link is to a 4 minute video titled "Shield".  At the May 10th GUHSD Board meeting, Trustee Shield publicly stated that the Chair of the Commission had incorrectly stated that the District was to bring back the Finance Subcommittee's Recommendation #1 ($65 million dollar fund) after its having been word-smithed.  Mr. Shield insisted that there was no such direction to staff.  This video clarifies this matter.  Click here.

Tonight was the last scheduled meeting of the GUHSD Bond Advisory Commission. 
 
Commission members in attendance were:

We had a quorum with each Subcommittee represented.
 
At tonight's meeting the Commission unanimously voted Patrick Waters, who has been a Non-Voting Co-Chair of the Finance Subcommittee, to a voting member of the Finance Subcommittee and Commission. 
 
In addition, each Subcommittee presented their Final Reports.  Each Report was discussed, voted on, and approved.  The Facilities & Curriculum and Repairs & Renovation Reports received very minor editing.  Each Report received a unanimous vote with the exception of the Finance Subcommittee's Report.  The Finance Subcommittee's Final Report received all ayes with one abstention.  Mendy Brant abstained because she wanted more time to review the Report.  The Finance Subcommittee Report was submitted to the Commission members earlier the same day.
 
The Commission also discussed the format for the GUHSD Board presentation.  It was agreed that Mark Price would provide an introduction which will include a history of the Commission's activities.  Followed by the Final Reports presented by the Chair of each of the Subcommittees.  Mark Price will provide concluding remarks to include an overview of the recommendations and some additional Commission recommendations.  The entire Commission will then be available for questions.  It is the hope that the GUHSD Board of Trustees will vote to support and adopt the Commission's Final Report.
 
One of the recommendations of the Commission will be, should the Final Report be adopted, the Grossmont Union District will have regular quarterly public Board reviews to determine the status of the Commission's recommendations.  Another one of the Final Recommendations will be, should the Board adopt the Commission's Final report, the Commission could remain in force to serve as a reviewing body;  It would review the Districts quarterly Status Report on the Commission's recommendations and then comment.
 
The Final Commission Report will be available on our website www.markprice.com/guhsd.html after Wednesday, May 30, 2007.

5-20-07 - Drafts of the Final Reports for the Facilities & Curriculum, Repair & Renovation & Site Subcommittees have been posted on their web pages.  The Finance Subcommittee is reviewing the Reports for any financial issues which they may need to include in their Report.  The Finance Subcommittee Report will be posted after their review.  These Reports will remain in Draft status until the Commission reviews and votes on them at our last meeting on May 28th.

5-15-07 - The Final Commission meeting has been scheduled for Monday, May 28, 2007 at 6:00pm at Alpine Elementary School, Alpine, CA.  Please note that this is a change, the meeting was originally scheduled for May 22, 2007.  There will be NO meeting on May 22nd.  The purpose of this meeting is to approve the Final Reports.  The Final Reports will be presented to the Grossmont Board of Trustees at their June 14, 2007 meeting.

5-11-07 - At last night's regular meeting of the GUHSD Board of Trustees they voted on 5 recommendations put forward by the GUHSD Bond Advisory Commission Finance Subcommittee.  All 5 were passed by the Board.  This represents a positive sign that the District wants to work together and fully embrace the new paradigm that in order to accomplish and keep all of the promises made in the Prop H Bond the District would have to work together.  Tonight was a very positive move in this direction.   

The District staff reported on the Bond and actions taken thus far.  They presented a slide that made it clear that they believe it was going to cost nearly $600 million dollars to keep all the promises they made in the Bond.  I spoke to this point and stated that even if you pull the high school (approx $100 million dollar expense, according to District projections) out of the list, the District would still be, by their own numbers, nearly $100 million dollars short.  In other words they would need an additional $100 million dollars just to keep the repair and renovation promises they have made.   

It would require additional funding, an additional bond, just to meet the repair and renovation promises.  Based on the Districts past record of passing bonds, it is highly unlikely that they would pass another bond if the District is divided. 

Therefore, to keep the repair and renovation promises they need to keep the district in harmony.  The only way they can retain and or build harmony is to move forward, proactively and in good faith on all the promises made; the repair and renovation as well as the new high school.   Therefore, I view tonight's meeting, and tonight's embracing of the 5 GUHSD BAC recommendations as a positive step in the right direction.    

The following are the 5 recommendations.  It is important to note that the Board modified the recommendations, but the modifications were accepted by the GUHSD BAC Finance Subcommittee:    

Revised Recommendation #1:  On or prior to May 30, 2007, the Board shall establish, and thereafter properly maintain, a segregated reserve fund dedicated solely to (i) the construction of the 12th high school, and (ii) enumerated Repairs & Renovations that, as of today, will not be commenced prior to December 31, 2008. The reserve fund shall initially be capitalized with $65 million and shall have accumulating interest and additional funds added, without subtraction, so that a total reserve fund of $100 million is achieved by or before December 31, 2008.  On or about December 31, 2008, the Board shall make a final decision on how to allocate the reserve fund toward Proposition H mandates including whether to combine the fund with additional monies obtained, or to be obtained, from an extension bond if approved by the voters.   

Commission Recommendation #2:  The District should divide Phase 3B into “new” 3B and a 3C.  Phase 3C would consist of the last one-third of the projects considered from a priority importance.  It would certainly include those projects presently in Phase 3B that were not listed in the bond text.  

Commission Recommendation #3:  Appoint an Independent Project Construction Expert (“PCE”) that Reports Directly to the Board.  

Commission Recommendation #4:  The Board should accept that a “paradigm shift” needs to take place, along with the appointment of a PCE, in evaluating and implementing a creative execution for 3 major discrete Prop H components.  They should thus embrace the following initiatives immediately:  

Commission Recommendation #5:  As soon as possible the Board should implement a website schedule that tracks the construction phases and percentage of completion to allow the greatest amount of transparency to voters and District employees and parents.

5-5-07 - The following is my response to an e-mail from Scott Patterson regarding GUHSD staff's recommendations of the GUHSD Bond Advisory Commission's Finance Subcommittee:

    "Scott,   Thank you for the information.  I am waiting for comments from Jim & Patrick before a final comment is made on your Board recommendations.  I do have one overriding concern; the language you use implies that there has been no decision made on the 12th high school.  The Commission takes the position that the decision to build the 12th high school has been made.  It was made when it was included and sold to the public in the Bond.  The only major questions that remain regarding the 12th high school are:

*  Where it will be built    

*  It's size    

*  How to structure paying for it  

The Commission has a problem with any and all inferences that the 12th high school is merely a possibility.   When the Commission releases its Final Report the Grossmont board and District will have a "road map" to achieving all the promises made in the Bond.  When the Commission refers to a needed paradigm shift it is referencing in great part the need for the District to embrace the concept that all of the promises made in the Bond will be met.    I would like to make a recommendation that the language in your recommendations regarding the Commissions preliminary Finance Subcommittee recommendations be edited to reflect an embracing of the paradigm shift.   Thank you for all of your efforts and ongoing support of the Commission,   Respectfully,   Mark Price"

4-5-07 - The GUHSD Bond Advisory Commission will present a status report at a Special Meeting of the GUHSD Board of Trustees on Monday, April 16, 2007 at 6:00pm.  The meeting will be held at the East County Regional Education Center (ECREC) 924 East Main Street, El Cajon, CA 92020.

3-29-07 - The GUHSD Bond Advisory Commission held it's second meeting.  At the meeting the Subcommittees reported on the status and recommendations to date.  Please see the individual Subcommittee pages (links on the left) for specifics and links to the Reports.

3-8-07 - The GUHSD Bond Advisory Commission's Site Subcommittee addressed the GUHSD Board of Trustees at the request of the Board.  The Site Subcommittee presented it's recommendations for three sites to be considered for the twelfth high school.

2-21-07 - The first meeting of the GUHSD Bond Advisory Commission was held on Tuesday, February 20, 2007 at Alpine Elementary School. The purpose of the meeting was to introduce the Commission members, provide an overview of the Commission's goals and responsibilities and set the tone for the process.

Mark Price opened the meeting by welcoming those in attendance and introducing the staff and Board members from Grossmont. He then provided an overview of the Commissions responsibilities. He pointed out that this is a rare opportunity, "It is not often that a government entity welcomes and invites the recommendations of the taxpayers after they already have their money." He also pointed out that the focus of the Commission must be the entire District, "We in Alpine must understand that the repair and renovation portion of the Bond is just as important as the 12th high school portion. And those in the District who are focused on the repair and renovation portion of the Bond need to accept that the 12th high school carries equal weight and is as important. We must be willing to work together for the entire district to turn the promises made in the Bond to promises kept. We must be willing to set personal agendas aside and work together for the sake of the kids." He pointed out that there is a short period of time to address these issues, "We have less than 100 days to report back to the Grossmont Board of Trustees with our set of recommendations. What happens now is up to us. We can choose to spend the next 100 days complaining, pointing fingers and affixing blame or we can choose to roll up our sleeves and develop a credible set of recommendations. It's up to us. In some ways, this may be our last best opportunity."

Mark then introduced the Commission members. The Commission members each had an opportunity to introduce themselves and describe their vision for the Commission generally and their Subcommittee specifically.

Then the approximately 75 people in attendance were given the opportunity to share their thoughts and concerns with the Commission members and the representatives from Grossmont.

Mark then encouraged all in attendance to sign-up for the Subcommittee(s) of their choice stating that, "The world is run by those who show up."

The next Commission meeting will be on March 29, 2007.

 

Subcommittee Updates

 

Facilities & Curriculum

        
      The Facilities & Curriculum Subcommittee will work with the community to determine the type of school and variety of curriculum possibilities which would best serve their needs. There has been a great deal of discussion in the Alpine area regarding a full and comprehensive high school. One goal of the Subcommittee will be to define full and comprehensive. The Subcommittee would also discuss further the above-mentioned joint and shared-use opportunities.

Finance

  

      The Finance Subcommittee will investigate all possible funding options for the 12th high school as well as the remaining repairs and renovations as outlined in the Bond. They will be instructed to review ongoing bond expenditures and investigate all available State matching funds as well as any other possible sources. They will present to the Commission all possible funding sources and options.

Repairs & Renovation

  

     The Repair & Renovation Subcommittee will work with the long list of needed repairs and renovations as listed in the Bond. They will prioritize those remaining items and, working with the Finance Subcommittee and District staff, will attempt to place a cost on each of the repairs and renovations.    Please see Repairs & Renovation Subcommittee page for links to the Reports presented and Agendas & Minutes.

 

 

Site

 

         The Site Subcommittee will be tasked to look at the 4 sites presently before the Board and any and all other possible sites. They will narrow the list and make a recommendation to the Commission. Grossmont has been very vocal in their desire to build a 12th high school with many shared and joint-use opportunities. Some of the discussed possibilities are ball fields, swimming pool, library and performance center. There has also been talk of a possible satellite opportunity working with the Grossmont Cuyamaca Community College District or our local universities. The Site Subcommittee will need to recommend property large enough to meet the needs of these possibilities.
